I don't think it is falling behind.

Some of the latest fibre offerings have been cheaper than what I'm getting in Europe. (I'm paying 1.4k, some ZA ones are under 1).

Sure not available everywhere but its advancing fast. And on the mobile side ZA has always been pretty good anyway thanks to the history @ Telkom monopoly on fixed line
