For solo it certainly looks like there are 2 ways to go: max DPS to rush through missions or CC for the fun element.

Yeah, the game gives you a lot of freedom.

Even with basic rifles you can mod them to basically faceroll any level of content on the star chart (excluding pushing higher-level endless missions). With Soma Prime and a few choice mods, the only monsters that have given me grief are ones with heavy damage reduction or invulnerability of some kind.

The Hek and Tigris shotguns are other examples of primaries you can get fairly early on that will serve you well all game long.

Basically, if you don't want to just annihilate everything on the map it is a choice you have to make, which I usually do for Spy and Rescue missions.
