What game, in your opinion, has the best sound track?

It could be a score or a track list.
Personally I like the Burnout series' soundtrack the best. It's where I discovered some of my favorite bands.
 
Halo series, more of a score though, a few actual tracks in there.

GTA series from Vice City to now, personally San Andreas had the best soundtrack for me.

Project Gotham series had a really solid lineup as well, especially PGR 3

That's all that I think really stuck with me

Nowadays any EA game has a shitload of licensed tracks so you are pretty much guaranteed a wide variety of tunes with either FIFA, Burnout, NFS etc.
 
Blast from the past, but for some reason when I think of awesome game soundtracks I always think of Streets of Rage 2 back in the heyday of the Sega Mega Drive II. The other games in the series also had nice soundtracks for their time.

Also Blast from the past... Grand Turismo 2... Still listen to tracks from that game today, infact, my ringtone is "Favorite Game" by the cardigans "whistling:
 
Vampire The Masquerade Bloodlines. I just love that sound track.

I agree with those.

I also think Quake II had a bitching soundtrack.
And Worms 2, even.
Duke 3D's soundtrack is also a personal favourite of mine.
Hitman: Blood Money has a beautiful soundtrack as does Assassins's Creed: Brotherhood.
Found myself listening to TES: Oblivion's soundtrack quite a bit too, even while not playing the game.
Also, Commandos 2.
 
Did I say Burnout? I actually meant to say The Last of Us. The range of feels I feel when that menu music starts playing is just crazy. They really did a good job picking Gustavo Santaolalla to do the score, and I am now a pretty big fan thanks to that.
 
The scores of Halo 3 and TES:Skyrim were amazing. FIFA games usually have a few tracks I end up downloading
 
synthesized midi style music , i would say street fighter II and if its licenced music (songs) i would go with fifa 2003
 
The Flatout series has always had good in-game music although I doubt you can call it a soundtrack.
 
I cannot point out a particular game's soundtrack, as a good or "best" soundtrack is not necessarily licenced music, but rather, game-composed, having said that, each game having its own unique soundtrack makes it difficult to single out.

Enough with technicalities - I've always admired (since its 4th instalment), The Elder Scrolls soundtrack, for its game-composed soundtrack, and the Need for Speed franchise for its licenced music compilations.
