In my capacity as a part-time cloud density- and car width measurement standards inspector, one of my universally enviable duties is to identify anomalous substances found on the exterior walls of large, publicly accessible buildings. Please help me in this effort by identifying the above physical matter (it was discovered at 07H20; the day is irrelevant).

Feel free to take a sample to your home laboratory.

Changes in colour and shape are indicative of a potentially dangerous substance. We have alerted the relevant agencies, who have instructed us that the substance should not be approached. So please don't touch it. Anymore. And wash all your extremities.

The bag that was allocated for the would-be star of this experiment, will be put back in storage for now; risk of radiation, of course. If you are disappointed by this turn of events, please be aware that you might still be awarded an International Medal of Amazing, should you be able to identify the substance, which should make up for the lack of Prize Bag in your closet.

Dr. Goldsack will hopefully identify (and contain) the substance by end tomorrow, at which time a new image will be posted.
 
It looks like something melted onto the wall, but if it's changing like that, maybe it's some sort of mold or fungus
