No, it won't work that way - that was just an example number.
I think a pool of potential winners makes sense. It will have to be the top X active people because there is no way to generate a list of people who have surpassed an activity threshold.
I find it bemusing that when people are chosen randomly, there are complaints that the winner doesn't participate much on the forum. When we try a competition that rewards those who participate, then people complain that it isn't fair.

Unfortunately it's not that customisable. The only options are:
- A list of most active (X number of) users.
- First to reach Y points.
I've made another test contest to generate a list of 20 users to see how that works.

Fairly new to the forum but I too agree this isn't the greatest idea. Rewarding people who have the most free time to type inane posts and threads seems a very odd idea
