It would be very difficult for the general South African public to even recognize a hero when they see one, but would do my utmost best to change that. Send a message by saving people from thugs and muggers, before going on to the bigger fish. That'll get their attention. Also, get taxi's off the road.
 
I would firstly upgrade the public transport system and ban all taxis! As batman i would introduce my own form of corporal punishment by chopping off hands for theft and they would lose weeners for rape, etc.
 
I would buy all of the copies of 50 shades of gray, create a huge bonfire and invite all the homeless to come and sit next to the fire...
 
I would create a new government.

One without corruption.

Competent employees (who know what they're doing).

Make public transport a lot more pleasurable than its current state.

Completely revamp the Constitution and Laws. :p

And make the streets safer by implementing a new security protocol unlike anything this country's bared witness to in the history of our beautiful, but deadly ... Mama Afrika.:)
 
Avoid getting mobbed, I mean a masked man that won't go around shooting people?
The only way is through smart investment. More wealth coming into the country means more wealth will trickle down to the poor.

Back to the topic. Let's see, Bruce Wayne figure in SA? Batmobile got jacked, Alfred is on strike, Robin was replaced to comply with BEE standards, Wayne Entrerprise is now state owned after it now suddenly has 51% BEE ownership and then got nationalised due to the nature of the business, now owe shareholders money, need to re-apply for position within the company due to restructuring, got declared as insolvent and for some reason now owe SARS money as well. Not to mention that the ground where the mansion stood has been seized by the government and the Joker (JM) is still wreaking havoc...

At least I still get to wear the bat-suit!! Yeah!!

I would buy out Multichoice and give people FREEDOM by dropping the prices of DSTV and giving them the chance to choose their channels. This in turn would cause people to have less stress, thus when they are driving they would be more relaxed and have less road rage.

JoBurg would be some what more peaceful. :)
 
Build universities, remove the monopoly telkom has over the market, introduce the BNC - Bat National Congress (or something of the like), introduce more efficient public transport, build schools in poorer communities, improve infrastructure and public health systems.
