not really, if I live in Australia and get myself some game that's not been rated there and it's a title that you are not suppose to have there, receiving it through gifting is not in-line with TOS and you could get account issues or game itself just wont work.

As far as I know, if there's an issue with the rating, they just aren't allowed to sell it there. Spoke to an australian guy a while back, and he told me he just used to import the games not sold there. If someone gifts it to you on Steam, there's no problems. When Bastion was removed for us, a lot of the SA gamers just had their friends gift it to them.
 
Bastion was up for sale for a while, then got removed from the Steam store due to ratings issues in a bunch of territories, then later got put back on the store. During the time it was removed, gamers simply asked their friends from other countries to buy it and gift it to them. Those who had bought it before the removal didn't get it removed from their Steam library when it got taken from the store.

It's just selling it in the territories that is illegal, not owning or finding another way to aqcuire it.

Yeah... this was what I was trying to say. Getting someone off region to gift the game to you shouldn't get you in trouble. If you're in a region that isn't supposed to be selling a game, Steam just simply won't sell it to you. I think if you do force the issue with anonymous proxy servers and what not, then, it could be grounds for account suspension. But generally, Steam just won't sell you the game. You can get it by having someone gift it to you though.

Same here, and it was something that they had so many keys for, just about everyone that entered won.
same, and I've only played about 5 minutes of it.... don't actually remember why I even entered for it
 
I haven't won yet, even entered one with 25 000 keys...and still nothing.
 
I had no luck for a long time - then I found a group called "Cherry Poppers". You can apply to join if you have entered more than 500 times and haven't won any games. If accepted you're able to enter the group giveaways that are supplied by "poppers" and your chances dramatically improve (1 in 2-5 rather than 1 in 2000). I managed to get Dead Island GOTY this way. After you win you get a "golden kick of luck" out of the group. It seems to have worked because since then I've won Warlock Master of Arcane and Capsized.

I found that the best way to win them games is join private groups. I won once in gala giveaways (Company of heroes tales of valor) and I think once or twice on Steamgifts. ( Darksiders and another one)

Yes. I hang out on the forums quite a lot to look for private giveaways and keys.

also if you enter a giveaway just comment saying thanks. Most giveaway groups want a ratio of 1 comment for every 2 giveaways entered.
