NASA estimated that the debris footprint would stretch about 500 miles. According to the calculations made by the NASA scientists, the satellite will break into 26 pieces as it gets closer to earth. The chances of it hurting someone anywhere on the planet are 1 in 3,200.

I hope so would be cool :D or maybe they will say that our country laws don't work with the US laws.

Then you lay a charge against them at the UN. Seeing as they launched what is effectively a long range missile to damage your property.

They will probably think your a bloody lier :(

A scientist in the Orbital Debris Program Office at NASA's Johnson Space Center in Houston, Mark Matney, told Space.com, the odds that any of the 7 billion people on Earth will be struck by a piece of the UARS is 1 in 3,200. "The odds that you will be hit ... are 1 in several trillion." Getting struck by a lightning is even more probable than this.

Meanwhile, the European Space Agency said, "The annual risk of a single person to be severely injured by a re-entering piece of space debris is about 1 in 100 billion."
