In an interview with Wired, Skyrim director Todd Howard, revealed that the game will use a quest system that procedurally generates goals for gamers – meaning that there will always be something to do in the world of Skyrim.
In the interview, he notes that once you’ve completed the “main” quests for each faction in the world, you will still be able to accept randomly generated missions from them.

What kind of missions?
Don’t expect anything mind-blowing – but it will be along the lines of fetching ingredients for alchemists, or killing someone for the Dark Brotherhood and things like that; while not the most exciting kinds of missions, the quest structure leaves the game world open for unlimited playtime.
Howard said that they have put emphasis on environmental story-telling – something they picked up on when developing Fallout 3 – which fills the world with things to do, and secrets to find, that will keep the world interesting.
Adding to this, there will also be “unlimted dragons”, according to Howard – and we’re sitting with a game that’s sure to be a time-sink of note.
A massive world, filled with unlimited things to do?
Sounds good to me.
Skyrim is landing tomorrow, 11-11-11, and I’m certainly glad I have my pre-order in.
