Assuming you meant 113 W:
It all depends on the route the power takes to get to the cards; the PCI standard says that the mobo can provide 66 W of power through the PCI slot, the rest must come directly from the PSU. This is a little ambiguous, as it's not clear whether we're talking about peak or steady state loads. From what I understand, the RX 480 draws up to 66 W at steady state, but that peak loads go over 66W. If the mobo was designed to handle 66W peak, then you're still potentially in trouble. I'd wager most of the name brand mobo's (MSI, gigabyte, Asus, etc.) will have some load limiting protection, but that's a far cry from a guarantee.

The trouble is, I can't think that there is any way to change the split in loads via software, which means that the driver change might have to limit the board's performance. I do hope that's not the case.

It makes perfectly sense what you have mentioned, therefore I will do 3x benchmarks before and after driver update and see if there's a difference. Will also see if my etherium mining will be affected by this change.

I was also wondering about this, the phrase "GPU Tunings" made me slightly worried about reduced performance to limit power draw. But I guess we'll have to wait and see when the new drivers arrive :)
