Ping won't change if you've got a 384Kbps line or a 1Tbps line. Light can only travel so fast.

download speed does not equal ping.
Ping = Latency: Latency, a synonym for delay, is an expression of how long it takes for a packet of data to get from one point to another.
If you ping New York with a 1Mbps line here in SA or if you ping it with a 4Mbps line the time it takes the data packet to reach New York and come back to you will be the same. It is this Latency that makes all the diffirence in gaming.
Obviously if you download a file from New York you'll be downloading it faster on a 4Mbps line than on a 1Mbps line.
