The Rockstar Social Club screen either loads or it doesn't. Then if I get past that I randomly get this program has stopped working when it shows the Rockstar logo and GFWL

Dude, uninstall GFWL. Then go google Games for Windows Live and download the latest version. That fixed it for me.

Also, update your EFLC to version 1.1.2.0.

I have it on steam the first time it wouldn't launch I verified the files and it downloaded the patch, but I'll check out the GFWL thing.
