Games have been able to make any shape, size and form of breast since, well, forever.

In GW for instance, when creating your char you can choose the height / size of each prof and gender and the breasts would be sized accordingly and have the required amount of jiggliness in the females, as the size increases.
Also based on what profession, i.e. a female Ele's or Rit's breasts for instance are bigger / fuller than a female Assassin.
