I think you're barking up the wrong tree with that article. Of all the games with terrible DLC models Borderlands 2 is not one of them. The season pass content for that game could easily make up any 'expansion' you have in mind. The skins are completely optional and don't affect gameplay in ANY fashion so you are free to ignore them if you wish.
The idea that a few artists working on skins for a game is somehow impeding the progress of a sequel or subsequent game is quite naive. Making a game is a complicated affair which involves dozens to hundreds of people and multiple stages, and not everyone needs to be completely involved in every stage, so yeah making a couple of skins isn't slowing anything down.

Correct me if I'm wrong but didn't they release more DLC for Borderlands 2 after the GOTY version of the game was launched?
I know what you mean regarding GOTY not containing all the DLC but in most cases they do, or at least the games that I'm currently thinking of.Your point being?
GOTY does not necessarily mean complete with all DLC. It's the Game of the Year edition, not the "Complete with all DLC Edition".

I agree I only buy DLC that I really want like new tracks in a gt game,something that adds value.Also, you don't HAVE to buy any DLC. What about just getting the stuff that appeals to you, like extra missions or characters? MK9 had really cool DLC characters and the you get stuff like Sleeping Dogs, which had lots of DLC. It comprised of many things, like costumes, XP, guns, vehicles and missions. If you only care about story expansion, just buy that.
Tell them with their wallets what you like and dislike.
