Could Microsoft include Steamworks tech in their LIVE service?

This doesn't make sense. RakNet is a C++ library designed for handling multiplayer connectivity using the UDP protocol with a few nifty features (NAT punchthrough comes to mind). Console game developers can certainly use it, they could use it now if they wanted to, the X360 platform doesn't limit you from using it.

How this impacts the current XLive scenario baffles me.

Am I missing something?

Edit: Apparently its a C# library as well. C# is used for games? Lol?
