I found the solution to my ps2 texture problem apparently Fallout4 is not optimized for a card with 1 gig vram.
Download this mod enboost 0.283 and then change the ini file that comes with it. You have to change forcevideomemorysize=true
vidememorysizemb=2048.
This worked wonders for me.

I plugged in my Xbox controller into my PC to see how this game play with that, wow, this game was so designed for console. It plays amazingly better with a controller. The keyboard/mouse controls are terrible, so many keys needed, yet they can fit it all on a controller.
