Pity They fixed the code sothat you can not buy when it is like that. I remember back in 2009 when you could actually buy games with a - price on em. You did't get money but the game would cost you like 1c.

yeah I tried man, I tried adding it to my cart like half a dozen times, but alas. If only it was 99% off instead. I would have been whistling for the rest of the week,
 
Steam also has Take 2 Games up to 80% off until end of the weekend. I got Civilization V (entire game) for +/- $ 17 last night. Very pleased with this :)

I got it (and all DLC) in the Humble Sid Bundle, together with a bunch of other games, for much less than that... :p I still have a spare Civ 5 key that's just gathering dust. I got the base game for free during the GMG/Golden Joystick awards promo, so only unlocked the DLC from the bundle.
