Why must it suspend? At least, you can press-to-continue-to-download, which is an upside.

I think the best way to test is that everybody must take turns to give me rep until the next block appears. We can then merely count the number of reps given to see if it is linked to a 40, 50 or 60 rpb (reps per block) system.
