My thoughts:
From a personal point of view the game doesn't run as well as it should considering that Nvidia was in house alongside Ubisoft over the past year.
Even with the highest end system the game suffers from stuttering issues, even on single cards, so I expect there will be more patching over the coming weeks. That said people are running the game on mid range machines and its running well apart from the stutters and massive frame drops every now and then for a split second especially when driving fast and through intersections, this happens on both high and mid range machines so def poor coding as far as that is concerned.
Visuals wise the game is pretty but its lack luster during the day, quite beautiful at night and early evening, reminds me a lot of GTA 4 with maxed graphics. The water detail is especially pretty, really dig that...ubisoft are pretty good at water detail.
I have to add that Ubisoft really tried to make this game run hardware into the ground when it really doesn't need all that power. I think if someone like Crystal Dynamics brought us Watch Dogs it would run quite a lot better and might look even better. At this stage its poorly optimized.
When all is said and done, Yeah the game is fun, its pretty much Ubisoft's attempt at making their own GTA, they had to pick something to set them apart and they then chose the whole hacking "thing" to make their game seem different when in fact the hacking isn't really needed...1 button hacking and silly pipe connection system hacking...things we've seen in other games for a long time.

Edit 2: Would also like to clear something up, people seem to have this idea that I've got a downer on this game but it really isn't, I pretty much play all the latest games to see how they run on certain hardware setups, very few games actually excite me these days and when Watch Dogs was announced it was one of those rare moments, I was incredibly excited about this game, a lot of guys prefer story over game play and graphics or the other way around. I actually prefer a happy medium, A good story, awesome game play and insane graphics.
With some games I just expect something more in the visuals department, especially when the company developing/publishing the game makes a big deal about the next gen graphics ect.
Anyway once I get to play the game for a few hours I'll be able to talk about it a little bit more and what I think about the over all visual quality.
