The Frostbite 3 engine, the Creation Engine is not.
According to a recent announcement by Bethesda, Fallout 4 is going to be a reasonably accommodating game on the PC.
By that we mean, it won’t ask for something absurd like 16GB of RAM and a Skylake processor like Star Wars Battlefront’s recommended requirements do.
8Gb is far more reasonable, and we sort of expected a GTX 780 (which is very nearly a GTX 970 performance wise) or R9 290X. That said, we wouldn’t be surprised if you could get away with slightly less graphical grunt, especially if you lower a few settings from Ultra to High – something we doubt most of you will notice anyway.
Here are those specs for you – notice that 8GB of RAM is the minimum requirement as well:

Just keep in mind that you’re almost certainly going to be able to play the game with 4GB of RAM, but expect some stuttering or a less than ideal performance as a result.
The game has been developed with the consoles in mind, both of which sport 8GB of RAM and a lot less programs and applications running in the background.
For those who want to play Fallout 4 at 4k, you’re probably going to need something like a GTX 980, and keep in mind that inevitable graphics mods are going to require considerably more raw performance before they play nicely.
