This totally depends on what market Microsoft is going with this claim. If they are trying to get to the 4K pc market to switch to consoles, the Xbox scorpio will be priced well out of the normal users price range.
Even if not, looking at PC hardware, to get close to 30 fps on 4k you are usually looking at a graphics card costing more than a current Xbox one.
Microsoft stated that the Scorpio will be a premium system, one can just hope they don’t price themselves out of the console market all together.
If I have to choose between a $700 or $800 dollar xbox scorpio that will only release in 2017 or a playstation neo releseasing this year at $400 dollar I would rather go with the playstation than the xbox.
