Maybe they inflated the requirements or they're just really bad at optimization? I honestly can't see that a game in 2014 that's still running on the Unreal Engine 3 can have such high requirements.
R9 is cutting edge...Radeon HD covers a lot of ground...like 5+ year old tech...yet they are both presented as recommended spec. The 660 is also not even close to comparable to R9.Graphics Card: AMD Radeon HD / R9 series or better / Nvidia GTX 660 series or better

They were pretty good stealth games back in the day. I don't think they'd be as appealing today though. They've aged quite badly in my opinion. Best to wait for the reboot and decide if it interests you.
